Lancaster and Morecambe Bay
Destination Marketing Film
Client: Lancaster City Council
Project Title: Destination Marketing Film
The Outcome
A cinematic destination marketing film that became the centrepiece of Lancaster’s regional marketing campaign – still working years later to promote tourism, relocation and investment.
Client Brief
The Challenge
Lancaster City Council required more than a standard regional tourism video. As a historic area encompassing sweeping coastlines and dynamic city streets, Lancaster and Morecambe Bay was facing the complex task of appealing simultaneously to tourists, investors, and prospective new residents.
The commercial objective was to create a highly credible destination centrepiece that captured the authentic local spirit, built investor confidence, and united diverse regional narratives without diluting the core economic growth messaging.
The Constraints
To protect the destination brand and ensure high-level engagement, we had to navigate several operational hurdles:
Diverse Audience Remit: Balancing the needs of visitors, businesses, and residents required a highly nuanced, multi-layered approach. The brief mandated cohesive storytelling—relying entirely on authentic locations to inspire investment.
Geographic Scale: We had to balance the sweeping coastal landscapes of the bay with the intimate, lived experiences of independent city venues.
Asset Longevity: The project required a highly adaptable master asset designed to support the region’s broader economic marketing campaigns for several years post-launch.

The Strategy & Approach
The way a regional story is told is just as important as the final film. To reduce operational and reputational risk before a camera was even unpacked, we worked closely with Lancaster City Council. Together, we shaped a production process designed to protect local business operations while still capturing an honest, broadcast-quality destination narrative.
Deep Regional Immersion
We approached the region as careful observers, exploring historic streets and engaging local businesses over multiple visits. By spending time in independent venues and letting organic interactions lead the process, we captured the authentic texture of the bay as it is truly lived.
Unified Brand Narrative
We mapped a defined narrative spine, linking the area’s rich heritage with modern lifestyle and commercial opportunity. We supported this with an open, non-leading production plan allowing local stakeholders and business owners to speak safely in their own genuine words.
Strategic Alignment
The destination film was strictly designed to integrate with the council’s broader economic growth and investment strategies. The cinematic visuals provided the essential emotional texture, leaving ample space for the wider regional marketing campaign to deliver the hard data.
Production Logistics
The production spanned historic streets, coastal landscapes, hospitality venues, and performance spaces. The resulting film became a rich visual tapestry – featuring everything from Roman Legionaries and Pendle Witches to independent breweries and striking art deco interiors.
Shooting across such a diverse environment presented unique logistical challenges. To achieve a final cut that felt spontaneous yet polished, every scene was carefully orchestrated by our location team. Whether navigating tidal shifts in Morecambe Bay or coordinating with local authorities to film in bustling historic centres, our crew operated with agility. We maintained strict broadcast-quality technical standards while minimising disruption to local businesses and the public.

Technical Visualisation
Bespoke, elegant animated highlights designed to help audiences easily absorb key economic growth findings – such as regional investment data – without turning an authentic, engaging destination film into a dry, data-heavy corporate presentation.
Asset Deployment
The film premiered at a major launch event in Lancaster, successfully anchoring the regional marketing campaign. By delivering a comprehensive suite of assets, the project continues to be used across digital channels and stakeholder communications, providing exceptional long-term ROI for the council.
Omnichannel Launch
The film bypassed a standard digital-only release, premiering at a dedicated launch event in Lancaster, before being hosted on the official council website and shared across stakeholder social channels.
Stakeholder Reach
The narrative was engineered to engage multiple distinct demographics simultaneously: validating local businesses, attracting future investors, and assuring the public that the region’s cultural spirit thrives.
Long-Term Asset
Rather than a short-lived promotional video, the film functions as a permanent foundational document. It is designed to retain its marketing and economic relevance as Lancaster develops through its future initiatives.
Delivering on Objectives
The primary commercial objective was to move beyond standard tourism promos to build genuine investor trust. The destination film successfully anchored the wider regional marketing campaign, proving that authentic, human-led storytelling can effectively navigate diverse audiences and celebrate long-term economic regeneration.
Working with Paper Films on creating a compelling new story for Lancaster and Morecambe Bay was a brilliant experience – they quickly understood our requirements and impressed us with their creativity and professionalism at every stage of the project. Developing a new story for the region that got to the heart of what makes it so special was a challenge; but Paper Films made the whole process straight-forward, and we couldn’t be happier with the final footage and project assets created.”
